Voting System - 2

Q: A voting system was given for electing representatives
of different sectors of the local society to local governing
councils. What should be the system for election for the
local executive office (e.g., mayors)? What about for
election of representatives to samaj and confederation
legislatures? What about election of samaj and
confederation executives?
You see, the local office is elected by the people
directly through their local trade or cooperative. Each
person will have association with at least one and they
will vote with their primary association and there will be
no one will be excluded. Each will have their vote if they
are of voting age. And they will elect the representative
for their council, for their association, that one will serve
on the local council and that council will elect the mayor
or local head. So let us say there are 30 associations. Each
one will have one representative in the local council. They
will all get equal representation. A powerful association
such as the farmers or certain industries that are very
strong will get equal representation with the child care
workers or the home attendants. Each will have the same
representation so that there is not more representation
given to powerful groups but all the people have equal say
and so each gets one council member from their group
and those council members will elect the local head. In
turn, all the districts, one of the primary functions of the
local head position is they will be the one to represent
their district and they must take pole of the people each
council member goes to the pole of the people, give it to
the local head and it will be a kind of consensus if you
will but the one who will represent the local people will
be the local head person and that person will serve on a
council from all the different localities which will form
together the government of the entire federation or
confederation because it will be a model empowering
each of the each of these local areas so confederation is
better and so they will have council from let us say 15 or
25 local areas will have one council member. Rich district
and poor district will each have the same, one council
member who will be the local head of that region or
district, and the local districts will be divided by
population so some may be very large while others may
be very small. In one city there may be even more than
one but the local region like this will become composed
of the heads of the districts or regions. Like this it will go
and then they will elect on the platform of the people one
representative to the council, to the world confederation
and that person will be elected. Not only will they be
elected to represent the platforms given by the people, but
they will also be searched for Sadviipran individual.
Individuals with certain traits, certain qualities and
characteristics, certain humanistic tendencies and
outstanding record of human services. Such a person with
spiritual insight and great social awareness will be sought
for the position. So not only will there be election but
there will be a mandate to seek out these outstanding
people to be the representatives so the people who will be
the council members of the world confederation, they will
not be ordinary people, they will not be politicians, they
will be people from many different walks of life. They
will not run for office, there will be a search done for the
proper person who meets the standards and they will be
asked to be in the position, they will not run for office. So
there will not be running for office. This council will not
have an election between party A and party B, it will not
be like that. The council will seek a representative and
they will think what is the best person and they will go all
around and they will try to find the person who best meets
the criteria and they will go back to their local areas and
they will seek the guidance of the local council, the head
will return to the local area seek the guidance of the local
council see what they feel about this person and the local
council members will go back to their associations and
ask the members what they feel about this person so there
will be an informal census taken but not election. The
council on that level, on the confederation, will appoint a
person who duly represents the people then that
appointment will be gone back to the local level where it
would be approved and if approval is given by the
majority of the local associations, and therefore by the
members representing those associations then it is
brought to the head, the head brings that approval back
and in this way the nomination or the choice is approved.
If it is not approved by the people then a new choice will
be made. But there will be certain Sadviipran qualities
who will be looked for and not a political person who has
run for the office. It will not be done out of political favor.
Very often the people appointed will be scientists, they
will be people of culture, people who have been great
contributors to society and they will be brought together
and they will meet at least three times a year, face to face
in the confederation and they will make the policies, keep
the peace, and they themselves will appoint
administrators to administer. And those appointments will
be done by these council members from each of the local
regions around the world. So there may be twelve people
in this council and they will appoint certain people to
carry out their wishes but again those appointments will
be confirmed by those who are their more local
individuals. So, in this way the system will work and this
council of 12 will keep the peace, they will be people of
outstanding contributions to humanity. That will be the
criteria for their appointment that they be outstanding
contributors to humanity and people who have a noble
character. They will keep the peace between the different
regions making sure that there is no war and that there is
no hunger or mismanagement in an area where the people
are harmed. If such a thing occurs, they will have behind
them financial resources and they will have military
resources only for the purpose of keeping the peace, not
for the purpose of oppressing any local sentiment other
than those which will harm others, which will be
imperialistic, that they will prevent. And also if the local
government will become highly corrupt and there is
humanitarian offenses going on they may also intervene
in the local situation. So they will keep a humanitarian
and a noble standard. They are not politicians but humans
of nobility, of character. If there is beyond this, it will go
in the same way. So this is the system.
There is one more point. In such a society, a
Proutist society, where there is an emphasis upon the
preservation of humanity and the destruction of forces
which will impinge the progress of human society, there
is one criteria which must be met before such a society
can be established. The people must be brought to an
understanding of their prana dharma. When the people
are ignorant of their interconnectedness, when they are
greedy and selfish as a whole, then such a society cannot
be established. Consciousness must develop, must
become more universal before such a society can
successfully come into existence. This requires the
restoration of prana dharma and Prama, world wide. It
can be done, it will happen. But remember, that it is not
done through the establishment of political systems. It is
done through the changing of people. Then the political
system may be implemented.

Q: Can you define prana dharma?
Prana dharma is to be aligned with one's being, in
harmony with all life and to know one's essential nature.
If prana dharma is adhered to, the course of a human life
will surely be good. Actions will be taken which will
promote the essential spirituality in all beings. And
actions which violate life will be abstained from. When
there is war, the prana dharma of the people is never
aligned. It is violated.
