Q: Will there be property taxes on housing in a Proutist society?

There should be no taxation upon these properties. Once they are owned, they are owned. The price will be paid for the property according to the needs of the people, but once the property is owned, it is valid and clear. It belongs to the people, but they cannot misuse it. That is the qualification. But they will never lose their property because they cannot pay some tax. This taxation of property is against the human code.

Monies will be acquired for the operations of governmental bodies not by the taxation of property, but by the donations of social organizations. Farming organizations, professional organizations, all of the industries -- all will contribute. Not theindividuals. They will be allotted their given properties according to their means, and they will be allotted their minimum necessities by the state. Taxation or the acquiring of income for governemntal bodies will be the collective duty of all, but it will not fall upon the individuals; it will fall upon the social bodies. So the farming organizations, the professional organizations, the trades, they will all give to the collective, and that amount will be a percentage of their collective operations.
