Locus of Power in Prout Society

Q: Would it be accurate to say that in the Proutist society, the locus of economic, social and cultural power will be at the local and samaj levels, that the locus of political administrative functions will be at the confederation level, and that the locus of military power will be at the world federation level?

Yes, that is mostly correct. It is incorrect in that military and political power will both be held by the confederation which will govern internationally. That is to say, each and every area will have a representative, and those representatives will form a world council from which both political and military jurisdiction will be ruled. So, there will not be nation states or the equivalent, only there will be blocks of smaller districts which will constitute a unit from which one representative may be appointed. These will not be based on the amount of land or political or nationalistic division but upon population breakdown. A given area of a certain number [of districts] will constitute one block from which a global representative may be sent to the confederation. They will represent the districts in that area and all the peoples involved in that unit. There will be representatives from each of the local areas so that it will hold some political power. That is why it is a confederation not a federation. But it will just be administrative and representative for the peoples of the local areas. The political and military power will reside in the international, and eventually interplanetary, confederation. This is the system that is used elsewhere, and it works very nicely.
