Formation of World Government

Q: Where will the main initiative come from for the formation of a world government? Will it be from national leaders and statesmen, or will come primarily from the initiatives of non-governmental organizations?

World government will be established by necessity when there is a need for order. Because the situation is catastrophic and chaotic, there will be the implementation of a world system to establish that order and that will come from the calls for help from the people and the response from governmental bodies. There will be the formation, ad hoc, of governmental bodies; not established governmental bodies, but emergency convened governmental bodies that will establish protocol, that will set up a system to deal with the circumstance of the time. And there will be a ks'attriyan approach -- not a warring military, but a ks'attriyan approach. It will be systematic and it will be methodical. There will be the convening of governmental bodies. They will be established, not upon existing systems but from what is left. They will set up a world wide system to take a toll, to see what remains, to establish communications worldwide, to establish relief and assistance worldwide and to cope with the situation. In this way world government, a world confederation, will be established out of necessity, and a new order will come to exist. There will be a fundamental change in human psychology, and there will be no desire to repeat the errors of the past.
