Scriptural Basis of Local Cooperative Association System

Q: The concept that all members of the local society will have
affiliation with one or another cooperative association, and
through this exercise their vote, make their contributions
to the state revenue, etc. seems to be a fundamental feature
of a prout society. Many aspects of the practical workings
of the local society are understood through this system.
Yet, this basic concept does not seem to appear in the
published prout social philosophy. Why is this?
I will answer. This approach is giving a practical
demonstration of how the philosophy may be implemented.
There may be other approaches as well which might be
developed, but this approach is a very practical one. So in
these works I am now giving, I am giving practical solutions
or practical examples of how philosophy might potentially be
implemented in the society. In previous works, there was not
this emphasis and so the system was not given. Now is a
different phase and I am developing the [practical
implementation of the] philosophy.
